Born in Kerrobert, Saskatchewan (1935) Rogers studied under Wynona Mulcaster at the Saskatchewan Teacher's College from 1952 to 1953. He obtained a Bachelor's in Art Education at the University of Wisconsin (1958), and a Master of Arts with a major in painting and a minor in sculpting (1959). Rogers began teaching with the University of Saskatchewan in 1959, becoming a full professor in 1975. From 1973 to 1978 he acted as Head of the Department of Art in Saskatoon and remained on faculty there till the mid 1980s. From the mid 1980s till the mid 1990s Otto lived in Haifa, Israel. His works are found in many public and corporate collections and have appeared in both national and international exhibits. Currently, the artist lives in southern Ontario.
